Incorporated in 1983, Carter and Irene Davis both knew how important billboards were to small businesses. Carter had rented billboards in the Salisbury, Maryland and Delaware markets. He knew it had brought him new customers. Irene had 10 years of billboard business background dealing in both sales and design. So, it was natural to start a billboard business.
